Devil spar pieces are dropped by spcific monsters like the blue starfish from olsya, snow mamoth at korea, Stoowa's blue spirit (wich appear only on 1 place - the door for the statues quest), and other places.
For 1 day on starfishes i get like 2-3 spar pieces. And for 5 clear devil spars uened to ocllec 50 of those pieces. And melt them in ckystal furnance on the same char u want to get alchemy to, because devil spar pieces are tradeable, but clear devil spars are not tradable.
U can also collect clear devil spars on Pandas @ china. My friends got the 5 devil spars just for few hours trainign at them. But i guess mages are more lucky there, because for month training there i got only 3 of them.
