First u need to go to a bar. Where u talk with a sailor. Luis also is here. U begin fight with sailors and help Luis. Then he thank u and leave u there. But he drops his pocket watch. After that u meet him tied on a tree and u help him with some local people giving his watch to them. And then he join ya. Very easy quest. And the battle is with sailors wich are lvl 57.
